Miniature Pinscher
Miniature Pinschers are larger than Yorkshire Terriers and Chihuahuas, but they have short hair and are as slender as Greyhounds. Therefore, they have very little muscle mass and are more sensitive to cold.

These breeds are typically the most sensitive, but other breeds include the French Bulldog, the Pug, and the Miniature Bull Terrier. These are short-haired breeds, so they don't have a double coat to protect them from the cold.
